My plan was to clone the OEM and recovery partitions to the SSD, use the remaining space on the SSD as the primary… reboot then execute recovery from the SSD… however when I attempt to boot into the Windows Boot Manager. I’ve cloned over partitions from a PBD recovery image in EaseUs Todo created from the HDD though in DISKPART the partitions are listed as Extended, Logical and Primary whereas the HDD had OEM, Recovery, etc one of the partitions itself being a recovery image (~12GB large).

The reason why I suggest this is because years ago when sata first came out along with IDE sata would take priority over IDE when booting, and you had to install the OS on an IDE without at sata connected, and then you had to do it one drive at a time so the boot order wouldn't change nor the disk order (eg: 0,1,2). Now one last thing you can try if this is a new system and you dont mind reinstalling, and if the m.2 is your primary OS drive, I would disconnect both sata and only have the m.2 in and install the os, after its installed and you check disk management and see if its in position disk 0, if it is, then shutdown the system and plug one ssd drive in and boot up, if everything looks good, shutdown the system and plug in the last ssd and boot up, if after plugging in the first ssd doesnt work, then you have no normal chance of making it work. If it did, then most likely your not going to be able to change it. If its disk 0 then turn off the computer, plug in the first sata drive, boot up the system, see if the order has changed. Check disk management to see what disk # it is. Unplug the sata drives, so only the m.2 is in place, boot into windows. But try this, its long shot but it might work. Sata Ports take priority believe it or not.
